Tien-Tsai (T.T.) Lin, Esq., is an extremely reputable lawyer in the legal profession. Mr. Lin was featured in Taiwan Bar Journal in 2008, and he was selected in the Yearbook of the Republic of China (Who’s Who in the ROC) in 2011. His beliefs and actions have been covered in both cross-strait legal magazines. Mr. Lin held various significant roles in the legal community, including Commissioner of Public Notaries Appointment and Removal Committee (Judicial Yuan), President of Legal Aid Foundation Taipei, Kinmen and Matsu Branch (Judicial Yuan), Supervisor of Association for Victims Support(Ministry of Justice), Examiner of Honorary Lawyers Examination Committee for Small and Medium Enterprise Administration (Ministry of Economic Affairs), Vice President of Taiwan Bar Association, Examiner of Transition from Lawyer to Judge Examination Committee, Chief Executive Officer of Lawyer Training Institution and so on. Mr. Lin received commendations from Taiwan High Court for seven consecutive terms as an outstanding mediator. Besides, Mr. Lin assisted Judicial Yuan and Supreme Court in establishing the procedures of public argument and trial for death penalty cases, and he accomplished the first ever compulsory enforcement case in Taiwan which based on arbitral award made in Mainland China.
Mr. Lin currently serves as executing manager and director of the board at Da-Cheng Taiwan Law Firm. Mr. Lin specialized in a wide range of legal areas, including Congress Lobbying, Mediation and Negotiation, Crisis Management, Enterprise Chain, Franchise and M&A, Construction and Real Estate, Securities Exchange and Insurance, Taxation and Financial Management, Intellectual Property Rights, Technology Laws, Mass Communication Media, Direct Selling/Multi-Level Marketing Laws. Mr. Lin has worked with a diverse range of clients, including national leader, government agencies, prominent figures in politics and business, major financial holding companies, Banks, technology companies, optoelectronic companies, medical Institutions, Taiwan medical association, biomedical and biotechnology company, cosmetics companies, direct selling/multi-level marketing companies, mainstream mass communication media companies, social media companies, advertising and marketing companies, logistics companies, water resources company and green energy company.
Mr. Lin combined his legal expertise with knowledge in other professional fields which makes him a reliable character in many other industries. He served as Commissioner of Real Estate Marketing Agency Association’s Guarantee Fund Management Committee, Commissioner of Land Administration Agent Association’s Guarantee Fund Management , Chief Arbitrator of Chinese Arbitration Association (and being listed as recommendable chief arbitrator for construction disputes), Deputy Chairman of Chinese Arbitration Association’s Securities, Finance, Insurance, and Trust Committee, Mediator of Taiwan High Court, Chairman of Taiwan Bar Association’s Congressional Relations Committee, Deputy Chairman of Taiwan Bar Association’s Legal Aid Committee, among other key roles. Notably, Mr. Lin has been a pioneer in combining law field and direct selling/multi-level marketing industry in Taiwan, he is the founding President of Taiwan Law Association of Direct Selling, Executive Director of Chinese Academy of Direct Selling Management, Code of Ethics Supervisor of Taiwan R.O.C. Direct Selling Association. Additionally, Mr. Lin is an expert consultant for Control Yuan and Fair Trade Commission, and he is appointed by Multi-Level Marketing Protection Foundation as Consultant Commissioner, Chairman of Mediation Committee, Chairman of Legal Enhancement and Advisory Committee, Policy Commissioner of Dispute Resolution Assistance Committee, Policy Commissioner of Dispute Resolution Evaluation Committee, etc. Mr. Lin is also credited with establishing mediation and legal advisory system for Multi-Level Marketing Protection Foundation.
Mr. Lin is a trailblazer in guiding the direction of direct selling/multi-level marketing industry and is the founder of “International Conference on Direct Selling Law”, which has become a significant annual event in the direct selling/multi-level marketing industry. In order to bring direct selling/multi- level marketing law into the academic domain, Mr. Lin dedicated himself to education and promotion in the field of direct selling/multi- level marketing law. In addition to authoring Direct Selling Law Studies and Direct Selling Legal Practice Q&A, he also served as a lecturer in “Theory and Practice of Multi-Level Marketing Law” at National Yang-Ming Chiao-Tung University School of Law and Fu-Jen Catholic University, a nationwide lecturer for Taiwan Bar Association’s “Direct Selling Law” course, a lecturer at Lawyer Training Institution, a columnist for Direct Selling Century, and an article presenter at “Cross-Strait Academic Symposium on Direct Selling”.
Mr. Lin, who upholds the spirit of “humanitarianism”, has always emphasized the balance and harmony of various rights. In order to ensure the effective protection of people’s fundamental rights under the legal system, Mr. Lin advocated for and facilitated legal reforms of “writ system” when it comes to searches and seizures, as well as the 2019 amendment which explicitly legislated for “restriction on border”. With a strong focus on freedom of speech, Mr. Lin authored the book Defamation: Analysis of Local Cases in Taiwan, which is a significant document for understanding the development of freedom of speech in Taiwan. Mr. Lin, also known as the “father of taxpayer right” for pioneering the term “taxpayer right” in Taiwan, has played a pivotal role in advocating for the establishment of a legal system that safeguards the taxpayer rights. Mr. Lin was the chief editor of ROC Centenary, Taxation and Human Rights White Paper, and initiated a global petition campaign for Taxpayer Right Declaration, which successfully led to the inclusion of a provision that exempts the minimum cost of living from taxation in The Tax Payer Rights Protection Act. Ministry of Finance implemented the provision during the 2019 tax filing season, benefiting over 6 million taxpayers. Under the vigorous advocacy by Mr. Lin, Ministry of Finance has also implemented online tax filing system, and optional for married couples to file their taxes separately instead of jointly under certain conditions. Moreover, Ministry of Finance has raised the threshold for restricting individuals with tax arrears from traveling abroad.
Furthermore, Mr. Lin, who has been engaged in charitable activities for an extended period, is a driving force behind the “Little Scholar Academy”, founded by former Vice President Lu Hsiu-Lien, and as a supervisor for “Amway Hope Maker Charity Foundation”, which are dedicated to providing after-school tutoring for school-age children in rural areas. In addition, Mr. Lin took on a role of President of Chinese Association for Human Right and Honorary Leader of Taipei Oversea Peace Service, and led efforts to support pre-school education and provide nutritious lunch for refugee children from the Thai-Myanmar border, receiving an honorable certificate from Thai government in 2018. Domestically, Mr. Lin organized various activities, including communal dining events for elderlies, providing support to solitary elderlies and skipped generation families, camping activities for children with disabilities, and awarding scholarships to underprivileged students. In recognition of his efforts, Mr. Lin received “Outstanding Public Service Lawyer” and “Human Right Service Award” from former President Ma Yin-Jeou in 2009 and 2012. Mr. Lin, who highly values the advancement of Taiwan’s “human right diplomacy”, led the Chinese Association for Human Rights in publishing The Power of Guardianship: The Forty-Year Struggle History of Chinese Association for Human Rights. This publication, presented in a chronological format, comprehensively illustrates the significant milestones of Taiwan NGOs in the field of human right.
